David Lublin, Professor of Government in the School of Public Affairs at American University, created Election Passport in 2013. The recipient of two grants from the National Science Foundation and a fellowship from the German Marshall Fund, David has authored three books, including The Paradox of Representation and The Republican South, published by Princeton. Most recently, Minority Rules: Electoral Systems, Decentralization, and Ethnoregional Parties, was published by Oxford in December 2014.
